Yet scanning is still in progress. Some permit documents and plans remain only on paper at City Hall, so an empty portal result is not proof that the city has no file.
For material that is not online, the city request form asks for each record separately, a clear description, and a useful date range. Requests spanning more than one address should be split by address. Copies of building plans or architectural drawings can require written consent from the owner and the architect or engineer under Health and Safety Code sections 19850-19853.

The Santa Barbara County Superior Court Case Records Search starts with a usage agreement. Remote information is not the official court record, and California Rule of Court 2.503 narrows what may be displayed online. The court records instructions direct Goleta users to South County Records at 118 E. Figueroa Street in Santa Barbara. Public terminals are available in several division lobbies. Copy requests can go in person, by mail, or by email; certified copies cannot be sent by email. The court does not confirm personal identity facts such as birth date or address over phone or email.

Goleta Vital Records Copy Rules
Santa Barbara County Clerk-Recorder holds county births and deaths from 1850 to the present and marriages when the license was issued in the county. County Health Vital Records is another local registrar channel for current births and deaths. The California Department of Public Health is the statewide fallback and handles amendments for birth, death, and public marriage records. Divorce files belong to Superior Court, not the Clerk-Recorder.
California distinguishes authorized certified copies from informational certified copies under Health and Safety Code section 103526. Confidential marriage copies go only to the parties or a person named by court order. The county web order fees effective in 2026 are $34 for birth, $26 for death, $23 for fetal death, and $19 for marriage.

The county limitation matters: a Goleta resident's event recorded elsewhere must be ordered from that county or through the state channel.

Address fields include house number, unit, and street name. The assessor suggests trying a partial street name and dropping suffixes such as Street, Avenue, or Boulevard. The California Megan's Law website publishes only legally disclosable registry data and is updated daily by law enforcement. Registry information and sheriff reports are not interchangeable. Each source has distinct limits, and none authorizes stalking, threats, or harassment.

Fees vary by office. Court copies cost $0.50 per page, with separate certification and long-search charges. City black-and-white copies cost $1 for the first page and $0.20 for later pages; color later pages cost $0.25. Ordinary CPRA requests can be charged direct duplication cost, not routine search and review labor for standard records.
File a Goleta Records Request
The California Public Records Act, Government Code section 7920.000 and following, lets any person inspect or request identifiable records unless an exemption applies.
